The HSE Department within our operations ensures that we follow the highest HSE governance encouraging appropriate personal and process safety measures. We have also devised strategic plans for risk management and established emergency response procedures to embed a 100% HSE culture throughout our operations.

• HSE Management System

To support the implementation of the Al Baraka HSE Policies, an HSE management system has been developed and implemented to improve our performance related to health, safety and environment.

The Al Baraka HSE management system follows a structured approach to manage HSE risks, and consists of the HSE policies, HSE targets & KPI’s, HSE principles, HSE standards and HSE procedures.

The HSE principles establish the Al Baraka’s expectations and implementation methods for managing HSE. To ensure compliance, an assessment has been developed where the practical implementation methods are explained in order to secure and improve HSE standards and share best practices across the organization.

The Key Elements of HSEMS are:

1. LEADERSHIP AND COMMITMENT

Management and staff understand their HSE accountabilities and are responsible for leading and engaging in meeting policies, management principles, standards, procedures and objectives.

2. POLICY AND STRATEGIC OBJECTIVES

SE policies are established, HSE objectives are set and an HSE management system is implemented to achieve the requirements of the policies.

3. ORGANIZATION, ROLES, RESPONSIBILITIES, STANDARDS, DOCUMENTATION AND COMPETENCE

HSE is a line responsibility. Organization, roles and HSE responsibilities are clearly defined and documented. Personnel are competent to conduct their assigned roles and activities.

4. HAZARDS AND EFFECTS MANAGEMENT

Hazards are identified and associated risks assessed. Risks are managed to a level that is tolerable and as low as reasonably practicable (ALARP principle). Changes in design, operations, procedures, site standards, facilities, equipment or personnel are evaluated and managed to ensure that HSE and process safety risks arising from these changes remain at an acceptable level.

5. PLANNING AND PROCEDURES

Planning is the process by which corporate goals and objectives are agreed and then converted into plans and ultimately into budgeted activities. The purpose of Al Baraka’s Annual Planning Cycle is to provide a planning framework for the Company to review, plan, and submit performance results, future strategies, and investment opportunities to the shareholders and other relevant stakeholders.

6. IMPLEMENTATION AND OPERATION

To adequately manage HSE risks, the risk controls identified in HEMP shall be effective implemented in day to-day operational activities. Successful implementation and operation require embedding HSE into:
• Company Culture
• Having Clear Responsibilities, and
• Ensuring Line Ownership.

7. ASSURANCE: MONITORING AND AUDIT

Assurance activities provide Al Baraka Leadership with a systematic approach to answer these questions regarding the HSE-MS:
• Are we prioritizing our assurance activities on our HSE critical activities?
• Are we doing what we said we would be doing based on the HSE-MS processes?
• Are there sufficient and traceable records to confirm this?
• Are we suitably, adequately, and effectively implementing these requirements? If not, why not?

8. REVIEW

A key component of PDO‟s HSE-MS is a formal process whereby senior leadership reviews its efforts with respect to:
• Managing HSE risks,
• Reinforcing efforts to continually improve the HSE-MS and HSE performance, and
• Ensuring and documenting their decisions regarding the management system’s continuing suitability, adequacy, and effectiveness.

As a part of the national objective of Increasing Omanisation and developing the skills of the national workforce. Al Baraka has trained and mentored 12 HSE Advisors till 2021. Currently Al Baraka is progressing towards coaching and mentoring selected HSE Advisors in the next level progression towards the HSE Managerial role.
